Tashkent, Uzbekistan (UzDaily.com) – The Cabinet of Ministers of the Republic of Uzbekistan adopted resolution “On Approving the Regulation on the Procedure for Certification of Origin of Goods” 13 December 2019, which envisages the implementation of the REX system.
The REX system is a system of registration of exporters for the purpose of confirming the preferential origin of goods, which is used in the General System of Preferences of the EU. Registration is carried out using the application of the exporter in the established form, in which exporters enter information about their business activities. Further, when exporting goods to the EU countries, the registered exporter confirms the preferential origin of the goods with his application / declaration of origin of goods on the invoice (without submitting a certificate of form A to the customs authorities of the EU countries).
Registration of exporters in the REX system simplifies export formalities and enables exporters themselves to draw up a document on the origin of the goods. So, it is enough for the exporter to contact the authorized body once, having provided the correctly filled out questionnaire (application) and to register in the REX system. Subsequently, the exporter will not have to apply to the authorized body for export to the EU countries of each new consignment.
We remind you that the transition period to the system of “self-certification”, based on the registration of exporters in the REX system of the European Union, ends on June 30, 2020.
With the end of the transition period, the preferential regime will be granted only to those goods whose origin is confirmed by the application of the registered exporter on the shipping document (invoice), i.e. certificates for the purpose of preferences will not be accepted by the customs authorities of the EU countries.
Uzbekexpertiza JSC and its regional enterprises since the beginning of this year have been registering exporters in the prescribed manner.
In this regard, we ask exporters who supply goods to the EU countries to register in advance in the REX system.
