Vietnam successfully hosts the 4th P4G Summit: Asserting global leadership in people-centered green transformation

As a founding member of the Partnering for Green Growth and the Global Goals 2030 (P4G), Vietnam has played an increasingly proactive role in shaping the forum’s agenda and priorities. The successful organization of the 4th P4GSummitfurther affirms Vietnam’s commitment to multilateralism and its emerging role as a regional hub for green cooperation in the Asia-Pacific.

With a clear policy vision, strong organizational capacity, and an inclusive approach, Vietnam continues to position itself as a reliable partner and responsible member of the international community, working towards a peaceful, equitable, and sustainable world.

Vietnam successfully hosted the 4th P4GSummit from April 16 to 17 in Hanoi, once again affirming its position in climate diplomacy and sustainable development. With the theme “Sustainable Green Transition, Putting People at the Centre,” this high-level event attracted more than 1,000 delegates from 46 countries and international organizations, clearly demonstrating the global appeal and influence of the summit.

Among the prominent delegates were Prime Minister of Laos Sonexay Siphandone, Prime Minister of Ethiopia Abiy Ahmed Ali, Deputy Prime Minister of Cambodia Neth Savoeun, and United Nations Deputy Secretary-General Amina J. Mohammed, along with ministers, business leaders, experts, and leading scholars from around the world.

On April 16, the Summit officially opened with the attendance and speeches of General Secretary of the Communist Party of Vietnam Tô Lâm and Prime Minister of Vietnam Phạm Minh Chính. In his keynote address at the P4G Summit, General Secretary To Lam reaffirmed Vietnam’s commitment to a prosperous, modern, and inclusive future. He emphasized the country’s goal to become an upper-middle-income,

industrialized nation by 2030 and a high-income, developed socialist state by 2045.Drawing on 40 years of reform, Vietnam promotes a development path rooted in sustainability, inclusiveness, and harmony—balancing economic growth with social progress and environmental protection, while embracing global cooperation. People remain at the heart of all strategies, both as beneficiaries and drivers of change.Vietnam believes the summit will strengthen global partnerships and public-private collaboration to drive green transition, sustainable development, and green finance.

In his opening remarks, the Prime Minister of Vietnam emphasized the critical role of P4G as a global forum promoting public-private partnerships, bringing together governments, businesses, and civil society to address the challenges of sustainable development. The Prime Minister affirmed that the green transition is not only an inevitable trend but must also be implemented with people at the center—serving as the goal, the driving force, and the resource—in the process of building a sustainable and inclusive future. Vietnam reiterated its commitment to achieving net-zero emissions by 2050, as pledged at COP26, while aiming to peak emissions before 2030. Vietnam recognizes green growth as a strategic pillar in transitioning its development model, with the goal of becoming a modern industrialized country with upper-middle income by 2030 and a high-income developed country by 2045.

During the summit, Vietnam proposed three key global initiatives: Developing a Green Mindset, promoting innovation, science, technology, and digital transformation aligned with green growth goals; Building a Responsible Green Community, establishing supportive policies and institutions, empowering the private sector to lead green investment, and encouraging public participation; and Promoting International Green Cooperation, strengthening multilateral models, including public-private partnerships (PPP), North-South and South-South cooperation, and fulfilling international commitments on finance and technology transfer.

Over the two days of the summit, a series of rich and substantive activities were organized, including: a Green Growth Exhibition showcasing innovative products and solutions; high-level policy dialogues between global leaders and business executives; and ministerial forums discussing key topics such as green finance, agriculture, smart technologies, human capital development, and sustainable energy. These sessions served as dynamic platforms for exchanging best practices, proposing replicable models, and enhancing regional and global cooperation.

On the afternoon of April 17th, the summit concluded with the adoption of two key declarations: The Hanoi Declaration on Sustainable, People-Centered Green Transition and The P4G Statement on Strengthening Coordination between P4G and Global Mechanisms for Green Growth. Countries reached five key consensus areas that will form the foundation for future green cooperation: Mobilizing Green Finance, advancing green technologies and innovation, transforming food and agricultural systems, developing human capital, and accelerating the sustainable energy transition.

In his closing remarks, Prime Minister Pham Minh Chính called on countries and organizations to strengthen international solidarity and collaborate to mobilize global resources: “Together, we will overcome every challenge. Together, we will turn the impossible into the possible. Together, we will build a greener, cleaner, more beautiful, and better world.”

In the context of global environmental challenges and economic transitions, the successful organization of the P4G Summit in Hanoi marked a strategic milestone in Vietnam’s efforts to enhance its international role. The event not only demonstrated Vietnam’s organizational capacity and policy vision but also sent a powerful message that Vietnam is ready to lead, collaborate, and contribute meaningfully to a green, fair, and sustainable future for all humanity. At the closing ceremony, Prime Minister Chính handed over the P4G hosting symbol to Ethiopian Prime Minister Abiy Ahmed Ali, officially passing the torch to the next summit host and ushering in a new chapter in global green partnership.
