Phnom Penh; 22 April, 2022: Indian Parliamentary Delegation led by Lok Sabha Speaker, Om Birla, which concluded its three-day visit to Vietnam yesterday, arrived in Phnom Penh (Cambodia) today. The Delegation includes Ravneet Singh, Member of Parliament (Lok Sabha); Saroj Pandey, MP (Rajya Sabha); Locket Chatterjee, Member of Parliament (Lok Sabha); Sarmistha Sethi, Member of Parliament (Lok Sabha); Dr. Santanu Sen, Member of Parliament (Rajya Sabha) and Utpal Kumar Singh, General Secretary, Lok Sabha.
On the first day of his visit to Cambodia, Birla called on His Majesty Norodom Sihamoni, King of Cambodia. Speaking on the occasion, Birla said that trade and economic cooperation between India and Cambodia is based on India’s ‘Act East’ policy, India-ASEAN cooperation framework, India-CLMWB cooperation and Mekong–Ganga Cooperation. The Speaker highlighted that the aim of this visit to Cambodia is to further enhance parliamentary cooperation between the two countries.
Mentioning that 2022 is special for both the countries as India and Cambodia are celebrating seventy years of diplomatic relations which were established in 1952, Birla observed that during this time India has always extended its support and cooperation in the challenging circumstances of Cambodia. Birla underlined that India was the first democratic country to recognize Cambodia after Khmer Rouge which reflects the close bonding between the two countries. He expressed satisfaction that, at present, Cambodia is an important partner in India’s ‘Act East’ policy and economic partnership with ASEAN.
Underlining that trade relations between India and Cambodia are yet to reach to their potential, Birla stressed the need for increasing bilateral trade between the two countries. New areas of cooperation need to be explored and tapped, said Birla. He suggested that there should be a continuous dialogue between the trade associations of the two countries. In this regard, Birla expressed the view that both the countries should make continuous efforts to promote trade, investment, tourism, development projects etc., which will help in further strengthening and taking the bilateral economic ties to a higher level.
Birla thanked Cambodia for their support to India in various UN bodies and other international organizations including support within ASEAN and India’s candidature for permanent membership of the UN Security Council. He expressed hoped that this cooperation will continue in multilateral fora. Mentioning that ASEAN is one of the most influential economic groupings in the world, congratulated Cambodia for the presidency of ASEAN and assured that India will extend full support and assistance to Cambodia in 2022 to make their ASEAN Presidency tenure successful.
During bilateral talks with Heng Samrin, President of National Assembly of Cambodia, Birla said that parliamentary cooperation between the two countries gives a new dimension to the bilateral relations. Birla expressed hope that regular bilateral talks will not only help both countries and Parliaments but it will also promote people-to-people contact and cooperation between the two countries. The Speaker called for formation of India-Cambodia Parliamentary Friendship Group to further strengthen parliamentary diplomacy. He expressed confidence that this would help to share each other’s experiences and best practices, which in turn would further strengthen the bilateral ties and open up new opportunities for cooperation.
During his meeting with Say Chhum, President of Senate of Kingdom of Cambodia, Birla expressed satisfaction that India-Cambodia Parliamentary Friendship Group has been formed in the National Assembly and the Senate. He informed that the Parliament of India is also forming friendship groups with a view to share experiences and best practices which will help both the Parliaments.
This will also further strengthen bilateral ties and open up new areas of cooperation, said Birla. Birla informed Chhum that more than 2,000 Cambodian officers have been trained in various fields, including India’s premier defense institutions, under the ITEC programmes to enhance the capacity building initiative in Cambodia. He invited Cambodian senators and Senate officials to take part in the Orientation and Training Programmes conducted by Parliamentary Research and Training Institute for Democracies (PRIDE).
Earlier, Lok Sabha Speaker paid tributes to the revered Late King Father Norodom Sihanouk and reflected on his accomplishments in liberating Cambodia. He also laid a wreath at Independence Monument (Vimean Ekareach) and paid homage to the freedom fighters and war heroes of Cambodia.
भारत और कंबोडिया के बीच द्विपक्षीय व्यापार को और अधिक बढ़ाने की आवश्यकता है: लोकसभा अध्यक्ष
नोम पेन्ह (कंबोडिया), 22 अप्रैल 2022: लोकसभा अध्यक्ष श्री ओम बिरला के नेतृत्व में भारतीय संसदीय प्रतिनिधिमंडल, जिसने कल वियतनाम की अपनी तीन दिवसीय यात्रा का समापन किया, आज नोम पेन्ह (कंबोडिया) पहुंचा। प्रतिनिधिमंडल में श्री रवनीत सिंह, सांसद (लोक सभा); सुश्री सरोज पांडे, सांसद (राज्य सभा); श्रीमती लॉकेट चटर्जी, सांसद (लोक सभा); श्रीमती शर्मिष्ठा सेठी, सांसद (लोक सभा); डा. सांतनु सेन, सांसद (राज्य सभा) और श्री उत्पल कुमार सिंह, महासचिव, लोक सभा शामिल हैं ।
कंबोडिया की अपनी यात्रा के पहले दिन श्री बिरला ने कंबोडिया के सम्राट महामहिम नोरोडोम सिहामौनी से मुलाक़ात की। इस अवसर पर श्री बिरला ने कहा कि भारत कंबोडिया के बीच आर्थिक एवं व्यापारिक सहयोग भारत की ‘एक्ट ईस्ट’नीति, भारत-आसियान सहयोग ढ़ांचा, भारत-CLMWBसहयोग और मेकांग-गंगा सहयोग पर आधारित है। उन्होंने सम्राट को बताया कि का उद्देश्य दोनों देशों के बीच संसदीय सहयोग को और अधिक बढ़ाना है।
यह उल्लेख करते हुए कि 2022 दोनों देशों के लिए विशेष है क्योंकि वर्ष 1952 में हमारे राजनयिक संबंध स्थापित होने के बाद सात दशक पूरे हो चुके हैं उन्होंने कहा की इस दौरान भारत ने कंबोडिया की चुनौतीपूर्ण परिस्थितियों में हमेशा अपना समर्थन एवं सहयोग दिया है। उन्होंने याद दिलाया कि भारत कंबोडिया को खमेररौज के पश्चात् मान्यता देने वाला पहला लोकतांत्रिक देश था जो यह दर्शाता है कि हमारे संबंध कितने प्रगाढ़ हैं। उन्होंने संतोष व्यक्त किया कि वर्तमान परिप्रेक्ष्य में कम्बोडिया हमारी ‘एक्ट ईस्ट’नीति और आसियान के साथ और अधिक आर्थिक सहयोग के संदर्भ मेंएक महत्वपूर्ण साझेदार है।
यह रेखांकित करते हुए की कि भारत और कंबोडिया के व्यापारिक संबंध अपने potential के अनुरूप विकसित नहीं हो पाए हैं, श्री बिरला ने जोर देकर कहा कि दोनों देशों के बीच पिछले वर्षों में द्विपक्षीय व्यापार में हुई वृद्धि को और अधिक बढ़ाने की आवश्यकता है तथा व्यापारिक सहयोग के नए क्षेत्रों को सामने लाने की आवश्यकता है। उन्होंने सुझाव दिया कि इसके लिए दोनों देशों के व्यापारिक संघों के बीच निरंतर चर्चा संवाद होना चाहिए। इस विषय में, श्री बिरला ने विचार व्यक्त किया कि दोनों देशों को व्यापार, निवेश, पर्यटन, विकास परियोजनाओं आदि को आगे बढ़ाने के सतत् प्रयास करने चाहिए, जिससे द्विपक्षीय आर्थिक संबंधों को और सुदृढ़ करने और उसे ऊंचाई पर ले जाने में सहायता मिले ।
श्री बिरला ने कंबोडिया का धन्यवाद करते हुए कहा कि उसने सदैव संयुक्त राष्ट्र के विभिन्न निकायों और अन्य अंतर्राष्ट्रीय संगठनों में भारत का समर्थन किया है जिसमे आसियान के भीतर समर्थन और संयुक्त राष्ट्र सुरक्षा परिषद् की स्थायी सदस्यता के लिए हमारी उम्मीदवारी का समर्थन शामिल है। उन्होंने आशा व्यक्त की कि यह सहयोग बहुपक्षीय मंचों पर जारी रहेगा।ये विचार व्यक्त करते हुए कि आसियान विश्व के सबसे प्रभावशाली आर्थिक ग्रुप में एक है, उन्होंने कम्बोडिया को आसियान की अध्यक्षता मिलने पर बधाई दी और आश्वासन दिया कि भारत वर्ष 2022 में कंबोडिया की आसियान की अध्यक्षता को सफल बनाने में पूर्ण समर्थन और सहायता देगा ।
कंबोडिया नेशनल असेम्बली के प्रेसीडेंट महामहिम हेंग सैमरिन के साथ द्विपक्षीय वार्ता के दौरान श्री बिरला ने कहा कि दोनों देशों के बिच संसदीय सहयोग हमारे सौहार्दपूर्ण संबंधों को एक और नया आयाम देता है, श्री बिरला ने आशा व्यक्त की कि नियमित द्विपक्षीय वार्ताओं से न केवल दोनों देश और संसदों के बीच घनिष्ठता बढ़ेगी बल्कि दोनों देशों के लोगों के बीच परस्पर संपर्क और सहयोग को भी बढ़ावा मिलेगा। उन्होंने भारत-कंबोडिया संसदीय मैत्री समूह के गठन पर भी बल दिया ताकि संसदीय राजनय को बल मिले। उन्होंने विश्वास व्यक्त किया कि इससे हमें एक दूसरे के अनुभवों को साझा करने में मदद मिलेगी, जिसके परिणामस्वरूप हमारे द्विपक्षीय संबंध और मजबूत होंगे तथा सहयोग के नए अवसर प्राप्त होंगे।
कंबोडिया किंगडम के सीनेट के प्रेसीडेंट श्री सई छुम से मुलाक़ात के दौरान श्री बिरला ने प्रसन्नता व्यक्त की कि नेशनल असेंबली और सीनेट में भारत-कंबोडिया संसदीय मैत्री समूह का गठन हो चुका है। उन्होंने सूचित किया कि भारत की संसद भी मैत्री समूहों का गठन कर रही है ताकि हमें एक-दूसरे के अनुभवों से सीखने, द्विपक्षीय संबंधों को और मजबूत करने और सहयोग के नए क्षेत्रों को खोलने में मदद मिल सके। श्री बिरला ने श्री छुम को जानकारी दी कि कंबोडिया में क्षमता निर्माण के प्रयास को बढ़ाने के लिए ITEC कार्यक्रम के तहत भारत के प्रमुख रक्षा संस्थानों सहित विभिन्न क्षेत्रों में 2,000 से अधिक कंबोडियाई अधिकारियों को प्रशिक्षित किया गया है। उन्होंने संसदीय अनुसंधान और लोकतंत्र प्रशिक्षण संस्थान (प्राइड) द्वारा संचालित प्रबोधन और प्रशिक्षण के कार्यक्रमों में कंबोडिया के सीनेटरों और सीनेट के अधिकारियों को प्रशिक्षण लेने के लिए आमंत्रित किया।
इससे पहले, लोकसभा अध्यक्ष ने श्रद्धेय स्वर्गीय राजा फादर नोरोडोम सिहानोक को श्रद्धांजलि अर्पित की और कंबोडिया को मुक्त करने में उनकी उपलब्धियों का उल्लेख किया। उन्होंने स्वतंत्रता स्मारक पर भी माल्यार्पण किया और कंबोडिया के स्वतंत्रता सेनानियों और युद्ध नायकों को श्रद्धांजलि दी।
