New Delhi, Nov 11 Association of South East Asian Nations (ASEAN) one of the most successful and regional cooperation groupings in the world has completed 50 years of its existence. The association is preparing to hold its 31st annual summit on 12 to 14 November 2017 at Manila under the current chairmanship of Philippines.

The Ambassador of Philippines to India, H. E. Ms. Maria Teresita C. Daza spoke to V N Jha, Editor of website Diplomacyindia.com about the significance, preparations and challenges of the summit. Following is the Interview

“It is an occassion for ASEAN to reflect on its success & achievements & prepare for the new challenges” : Ambassador Daza

Question 1 : ASEAN has turned 50. It is holding its 31st Annual Summit in Manila. What is special about it? How are you preparing ? 

The Philippines is one of the founding members of the ASEAN which was established on 8 August 1967 in Bangkok, Thailand. In 2017, the Philippines, for the 3rd time, assumed Chairmanship of the Association of South East Asia Nations (ASEAN) for 2017, which also coincides with its 50thyear anniversary which also marks its 31st ASEAN Summit.The Philippines also assumed ASEAN Chairmanship in 1987 and 2007. This milestone event is an occasion for ASEAN to reflect on its success and achievements during the last 50 years and to prepare itself for the new challenges ahead in the region.

The ASEAN 2017 theme is “Partnering for Change, Engaging the World” with six (6) thematic priorities, namely:

  1. A People-Oriented and People-Centered ASEAN;
  2. Peace and Stability in the Region;
  3. Maritime Security and Cooperation;
  4. Inclusive, Innovation-Led Growth;
  5. Resilient ASEAN; and
  6. ASEAN: A Model of Regionalism, A Global Player.

These themes are the guiding principles behind the chairmanship theme, “Partnering for Change, Engaging the World.”

These thematic priorities guide the work of the relevant Philippine government departments and agencies. Under each thematic priority, the Philippines pursue, among others, the adoption of important documents, conduct of activities, and crafting of work plans and action agendas on vital issues and areas such as peace and security in the region, maritime cooperation, health and nutrition, the environment, women and children, migrant workers, radicalization and violent extremism, trade and investments, Micro, Small and Medium Enterprises (MSMEs), and innovation and inclusive growth.

To carry out its priorities and that of ASEAN in 2017, the Philippines hosts meeting conducted throughout selected cities and regions in the country including the 30th ASEAN Summit on 26 to 29 April 2017 in Manila and the forthcoming 31st ASEAN Summit and Related Meetings plus Special Celebration of ASEAN@50 with the Leaders on 10 to 14 November 2017 in Manila and Pampanga.

Question 2. Some unsettling developments related to peace and stability in the region are seen. How is it impacting the preparation ?

All efforts are exerted to ensure a successful 31st ASEAN Summit and Related Meetings plus Special Celebration of ASEAN@50 with the Leaders on 10 to 14 November 2017 in Manila and Pampanga. Around twenty-two (22) Heads of State and Government are expected to attend the 31st ASEAN Summit.

Question 3. India being an observer nation & a dialogue partner of ASEAN, is gearing up to welcome ASEAN heads on its Republic day celebration. How is it being talked about ?

This 2017, India and ASEAN are observing 25 years of their Dialogue Partnership, 15 years of Summit Level interaction and 5 years of Strategic Partnership by undertaking a wide range of activities, both in India and through itsDiplomatic Missions in ASEAN Member States.

The 25th anniversary of ASEAN-India Dialogue Partnership is a manifestation of convergence of ASEAN-India relations.

The ASEAN-India Commemorative year’s theme of “Shared Values, Common Destiny,” reflects the close cultural and civilizational links between ASEAN and India and looking forward to a stronger political-security, economic and socio-cultural ASEAN-India strategic partnership.

ASEAN-India relations have contributed to the maintenance of peace, stability and prosperity in the region, and that ASEAN and India are working together to further invigorate trade and investment relations and important areas of cooperation.
